Leadership vacuum hampers service delivery in Windhoek

City of Windhoek CEO Moses Matyayi says the vacuum in the City Council has left critical decisions in limbo.

Windhoek has failed to elect a mayor on two occasions since December.

Matyayi said while the council exists, it lacks a mayor to guide its operations.

The mayor plays a pivotal role in chairing meetings and providing strategic direction.

“Many times, of course, we experience significant backlogs of issues that we would have otherwise taken to the council. Reports that need approval and action plans that require review and implementation often remain pending. If decisions are not made, these matters stand unresolved because the authority to act lies with the governance structure,” he added.

Matyayi added that residents often want to see their political leaders actively addressing their concerns, particularly during challenging times. 

“The leadership we have is politically elected by the people. From a humanistic perspective, those affected want to interact with their leaders. They want to speak to their representatives—the mayor in this case—who should champion their sentiments, address their challenges, and provide leadership,”he said.

Public policy analyst and researcher Marius Kudumo has called on citizens to demand accountability from politicians.

“After we vote, there are expectations—our material conditions should improve. If I live in an urban area, particularly in an informal settlement, where there is no water, no proper roads, no streetlights, or adequate housing, I expect my vote to lead to change in my living conditions,” Kudumo stated.
