Leaders from government, development organisations, the private sector, and civil society gathered in Dar es Salaam, Tanzania, on January 27-28, 2025, for Mission 300: The African Energy Summit. The summit aims to strengthen global efforts to improve electricity access across sub-Saharan Africa.

Agence Française de Développement (AFD) Group, CEO Rémy Rioux

AFD’s €1 Billion Commitment to Energy Access

The Agence Française de Développement (AFD) Group has committed €1 billion to support the electrification of the region.

“This new €1 billion commitment marks a significant increase in our support to African nations and reinforces our determination to be a key partner to the continent,” said Rémy Rioux, CEO of AFD Group. “Access to electricity is a cornerstone of a just energy transition and is essential for sustainable development.”

This new funding follows AFD’s May 2024 announcement, where it pledged €100 million to support the transition to clean cooking solutions. “One billion people in sub-Saharan Africa still rely on traditional and polluting cooking methods,” Rioux noted. “Our goal is to support the transition to sustainable cooking methods by 2030.”

Collaborating with Local Financial Systems

AFD is also exploring ways to leverage local financial systems, such as banks, microfinance institutions, and insurance companies, to support energy infrastructure development. These financial institutions are critical for financing activities that can stimulate electricity demand and ensure the sustainability of energy investments.

“As part of our commitment, we are exploring new strategic approaches to engage with local financial systems to help drive electricity demand and ensure investments in energy infrastructure,” Rioux explained.

A dedicated session will be held at the 2025 Finance in Common Summit to discuss how public development banks can contribute to the acceleration of electricity access across Africa.

Mission 300: Aiming for 300 Million People by 2030

The Mission 300 initiative aims to provide electricity access to 300 million people in sub-Saharan Africa by 2030. This ambitious goal is expected to have a far-reaching impact on vulnerable populations, local businesses, and essential public services, such as schools and healthcare centers.

“Electricity is more than power; it is the backbone of progress, job creation, and economic development,” said World Bank Group President Ajay Banga. “We are proud to deepen our partnership with AFD to help African countries advance reforms and expand energy access to underserved communities.”

Access to electricity is also expected to play a significant role in promoting economic growth and gender equality through tailored pricing policies.

President of the African Development Bank Group, Dr. Akinwumi Adesina

Statements from Key Leaders

Dr. Akinwumi Adesina, President of the African Development Bank Group, praised AFD’s €1 billion commitment and stressed the importance of global partnerships in achieving the Mission 300 goal.

“Achieving our target of providing electricity to 300 million people in Africa by 2030 is a collective mission,” Adesina said. “We warmly welcome AFD’s contribution and look forward to collaborating on this critical initiative.”

Rioux also stressed the collective responsibility of public development banks in reaching the 300 million target: “During the upcoming Finance in Common Summit, we will convene public development banks, from multilateral to national, to mobilize for Mission 300 and ensure that millions of African households gain access to electricity by 2030.”
