City launches shebeen survey

The City of Windhoek has launched a four-month shebeen survey set to run from June to September 2025. City’s spokesperson Lydia Amutenya said the survey’s objective is to gather accurate and comprehensive data regarding the locations, operations, and socio-economic impact of shebeens across Windhoek.
The survey includes areas such as  Goreangab, Havana, Okuryangava, Otjomuise, Katutura, and Wanaheda which has been identified for their high concentration of shebeens.
Suburbs with fewer shebeens such as Khomasdal, Dorado Park, Rocky Crest and Cimbebasia will also be included in the survey.
“This is being done to form what we call an urban planning service delivery, regulatory frameworks, and subsequently the potential formulation of the shebeen policy. Now, you would want to know, the city has grown, so many social economic activities are taking place, and shebeens operation is one of those ones that are topping the list. However, we need to have proper data, that is one,” said Amutenya.
Amutenya further explained that the data collected will be used to develop informed policy guidelines, which will later form the basis of a dedicated shebeen policy for the city.
“At the moment, that is a gap that we have identified. And that is why council has decided that things must be done. We need to put the house in order. For us to be able to ensure that people are complying, we also need to make sure on our side that we have proper guidelines and framework in place,” she added.
She emphasised that the City’s intention is not to shut down any shebeen, but rather to establish a regulatory framework that supports legal and sustainable operations. Amutenya urged the public not to be alarmed or fearful of the survey, assuring residents that the goal is to improve management not enforcement or closure.
