Namibia Joins EU-OACPS Partnership with Signature of Samoa Agreement

Namibia has officially joined the New Partnership Agreement (NPA) between the European Union (EU) and the Organisation of Africa, Caribbean and Pacific States (OACPS), marking a significant step in strengthening diplomatic ties and fostering collaboration on shared priorities.

In a ceremony held in Brussels on December 18, 2023, Namibia’s representative signed the Samoa Agreement, succeeding the Cotonou Agreement that spanned from 2000 to 2023. The Samoa Agreement is recognized as the largest and most comprehensive partnership worldwide, uniting states from the EU, Africa, the Caribbean, and the Pacific to facilitate dialogue and cooperation on multilateral and regional issues.

EU Ambassador to Namibia, H. E. Ana Beatriz Martins, expressed enthusiasm about Namibia’s inclusion in the partnership, stating, “We are very pleased to see Namibia join the large and diverse group of Africa, Caribbean and Pacific States in a new partnership with the European Union and EU Member States.”

The Samoa Agreement serves as a foundational document, providing continuity to the longstanding partnership between Namibia and the EU. Ambassador Martins emphasized the importance of the agreement, highlighting its role in fostering cooperation in areas of common interest. She outlined key focal points for collaboration, including the global fight against climate change, political and security matters, and the promotion of inclusive green growth.

Martins stated, “We look forward to enhancing our cooperation in areas of common interest, from the global fight against climate change and political and security to the promotion of inclusive green growth. We are committed to focusing on the implementation of the EU-Namibia Strategic Partnership on Green Hydrogen and Critical Raw Materials value chains with the Global Gateway Instrument and Team Europe Initiative, to generate more jobs and prosperity.”

The EU-OACPS agreement, commonly referred to as the Samoa Agreement, was initially signed in Samoa on November 15, 2023. This partnership brings together states from four continents and is designed to provide a platform for dialogue and cooperation on shared priorities and interests.

Namibia’s signing of the NPA reaffirms its commitment to engaging with the EU and OACPS member states in addressing global challenges and promoting mutual prosperity. The agreement signifies a new chapter in diplomatic relations, focusing on collaborative efforts that extend beyond regional boundaries.

As Namibia enters this partnership, the EU and OACPS anticipate strengthened ties and enhanced cooperation in various fields, with a shared commitment to addressing pressing global issues and fostering sustainable development.
