SWAPO, the ruling party, owes a Chinese construction company tasked with building its headquarters in Windhoek more than N$100 million. There are ongoing concerns regarding the transparency of spending for the project, which is estimated to be over N$1 billion. Unik Construction Engineering, the firm awarded the tender for the construction, ceased work last year after SWAPO failed to settle its bills.
