City of Windhoek Accused of Concealing Faulty Billing System

Background

The City of Windhoek is facing allegations of concealing a malfunctioning billing system for more than two years, resulting in billing discrepancies, including a case where a client’s water bill spiked to N$1 million within a month. The controversy, reportedly kept confidential by city officials, also involves the mysterious erasure of a N$90,000 municipal account bill. Despite a court ruling favoring the client with the N$1 million bill, residents continue to face debt collection actions from RedForce Debt Management for unpaid bills. A memo titled “Solar Account Irregularities,” dated February 8 this year, revealed findings from an ICT investigation highlighting errors in customer information within the Solar billing system, as reported.
