Popular Democratic Movement lawmaker, Elma Dienda has proposed that couples involving Namibians and foreigners must have a mandatory two-year relationship before marriage. Dienda argues that this requirement would reduce marriages of convenience and prevent individuals from scamming Namibians for citizenship.
