1. DATE ON THE NATIONAL DROUGHT PLATFORM HELD FROM 25 TO 26 SEPTEMBER 2024, WINDHOEK, NAMIBIA
(Submitted by the Prime Minister)

1.1 Cabinet supported the recommended actions emanating from the National Drought Platform on issues of governance, beneficiaries, transport and logistics, funding, warehousing, urban hunger, water provision, and malnutrition for implementation;

1.2 Cabinet further supported the additional budget allocation of N$16,800,000.00 from the National Emergency Disaster Fund for the Regional Quarterly Funding Allocation; and

1.3 Cabinet also supported the enrolment of additional sixty-four thousand, five­ hundred and twenty-five (64,525) households to the drought relief beneficiaries, with financial implication of N$ 256 million for the 2025/2026 Financial Year.

2. FEEDBACK FROM THE STOCKHOLM WORLD WATER WEEK (SWWW) HELD IN SWEDEN, FROM 25 TO 29 AUGUST 2024

Reform)

2.1 Cabinet took note of the outcome of the Stockholm World Water Week 2024 and that Namibia should allocate about 5% of national budget to water and sanitation programmes to achieve the Sustainable Development Goal (SDG) 6 on access to Water and Sanitation;

2.2 Cabinet pledged continued support to the importance of water supply and sanitation services by placing it at the top of the global agenda, such as at the Summit for the Future held from 22-23 September 2024 which aims to re­ strategize concepts and designs on how to accelerate Namibia’s delivery of SDG 6 target through political commitment, to ensure the achievement by the Year 2030;

2.3 Cabinet supported the Ministries of Agriculture Water and Land Reform and Urban and Rural Development to use the investment opportunities available at the Africa Continental initiatives such as the Africa Water Investment Program (AIP) for water supply infrastructure, and African Urban Sanitation Investment Initiative (AUSII) at home;

2.4 Cabinet took note that, in line with the Water Week theme: ”Bridging Borders: Water for a Peaceful and Sustainable Future”, the Ministry of Agriculture, Water and Land Refo1m will continue to engage States and cooperating partners on transboundary water management and cooperation; and

2.5 Cabinet further took note that, as a new Party to the 1992 Water Convention, Namibia is expected to attend the fu·st Meeting of the Parties in Slovenia, from 22-25 October, 2024, and will be expected to host future Meetings of the Parties, possibly starting in the next three (3) years, as provided for in the Wate Convention obligations.

3. TOTAL ALLOWABLE CATCH (TAC) FOR ROCK LOBSTER FOR THE 2024/2025 FISHING SEASON, 1ST NOVEMBER 2024 TO 30TH MAY2025
(Submitted by the Minister of Fisheries and Marine Resources)

Cabinet took note of the state of stock of the Rock Lobster fishery, and approved the Total Allowable Catch (TAC) for Rock Lobster to be set at one-hundred and eighty (180) metric tonnes for the 2024/2025 Fishing Season.

4. 2023/2024: NAMIBIA FINANCIAL INSTITUTIONS SUPERVISORY (NAMFISA) ANNUAL REPORT AND FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 MARCH 2024
(Submitted by the Minister of Finance and Public Enterprises)

Cabinet took note of the 2023/2024 Namibia Financial Institutions Supervisory Authority (NAMFISA) Annual Report, and authorised the Minister of Finance and Public Enterprises to table the said Report in the National Assembly.

5. 2023/2024: ROAD FUND ADMINISTRATION (RFA) ANNUAL REPORT AND FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 MARCH 2024
(Submitted by the Minister of Finance and Public Enterprises)

Cabinet took note of the 2023/2024 Road Fund Administration (RFA) 2023/2024 Annual Report, and authorised the Minister of Finance and Public Enterprises to table the said Report in the National Assembly.

6. INSOLVENCY BILL, 2024
(Submitted by the Minister of Justice)

Cabinet approved the Insolvency Bill, 2024, in principle, and its referral to the Cabinet Committee on Legislation (CCL) for scrutiny, before it is tabled in the National Assembly. The fmalising of the Bill is expected to bring about substantial change and development to Namibia’s insolvency regime by enhancing the framework for addressing insolvency, streamlining processes and fostering a more stable economic environment.
