The Communications Regulatory Authority of Namibia (CRAN) has launched the Universal Service Fund to enhance digital connectivity across. Announced in Windhoek on March 19, 2025, this initiative aims to bridge the digital divide by improving access to information and communication technology (ICT) nationwide.
Dr. Tulimevava Mufeti, Chairperson of CRAN’s Board, highlighted the importance of connectivity as a necessity for education, healthcare, and economic development. The fund will provide financial support to mobile network operators, helping them expand services in underserved areas by offering subsidies to introduce advanced technologies.
The Namibian government has pledged N$145 million over three years as seed funding for the initiative. In its first phase, CRAN has allocated N$31 million to MTC to develop nine sites, focusing on regions with less than 80% 4G coverage, including Kavango West and East, Kunene, Ohangwena, and Oshikoto. Additionally, 16 schools and four clinics will receive uncapped Wi-Fi.
Minister of Information and Communication Technology, Hon. Emma Theofelus, noted that mobile network coverage now reaches 91% of the population, with internet access steadily improving, especially in rural areas. The initiative supports Namibia’s Vision 2030 and aligns with international development goals, aiming to foster inclusive digital transformation.
CRAN is calling on all stakeholders to collaborate in implementing the Universal Service Fund, ensuring that Namibia can leverage ICT for sustainable and inclusive growth.
