Mouton criticised the procedure used to approve the recess, saying the Speaker bypassed Rule 10, which requires a 75% majority vote in the House.

Windhoek Loses N$750 Million for Housing Upgrades as activist weighs in

The City of Windhoek has lost N$750 million for informal settlement upgrades after failing to accept the funds and conditions. The Ministry of Urban and Rural Development redirected the allocation to other local authorities. The project targeted housing and service improvements across Samora Machel, Khomasdal, Tobias Hainyeko, Moses //Garoeb, and Windhoek Rural. Social justice activist Herbert Jauch commented on the missed opportunity.
