ACC arrests education ministry HR practitioner for alleged bribery

The Anti-Corruption Commission (ACC) has arrested Emirihla Mueshika Haikela, a 40-year-old human resource practitioner employed at the Ministry of Education, Innovation, Youth, Art and Culture, on charges of bribery under sections 33 and 43(1) of the Anti-Corruption Act.

According to an ACC media release issued on Monday, Haikela allegedly demanded NAD 11 000 from an individual in exchange for securing employment as a chief hostel matron. He reportedly assisted the person with interview preparation and provided documents to ensure correct responses during the process.

Investigations revealed that the individual was appointed and paid Haikela NAD 10 000, in two installments, NAD 4 000 before the interview and the remainder after appointment.

Haikela was arrested on 8 April 2026, appeared in the Windhoek Magistrate’s Court on 9 April, and was denied bail. The case has been postponed to 9 June 2026.

In the media release, the ACC also reaffirmed its commitment to combating corruption across both public and private sectors and urged citizens to report any suspected corrupt activities.
