The City of Windhoek is facing criticism and a potential legal battle for its practice of estimating water usage instead of measuring actual consumption, a method deemed unfair and inequitable. Shaun Gariseb of the Katutura Residents Committee argues that this approach deviates from the intended use of water meters as outlined in Section 34 (1) (c) of the legislation.
