SA’s Organisation Undoing Tax Abuse says municipalities need to rethink how they raise revenues and apply more accountability and consequence management when it comes to spending or misspending revenues. Outa’s Jonathan Erasmus says there seems to be a tendency among municipalities to budget for income they know they won’t get.
