An anonymous petition has called on authorities to urgently intervene in the operations of the Namibia Training Authority, raising concerns over governance shortcomings, delayed infrastructure projects, and alleged procurement irregularities. The petition, addressed to the Minister of Higher Education, highlights what it describes as a leadership vacuum following the non-renewal of the NTA board.
According to the document, the absence of a fully constituted board may have weakened oversight mechanisms, potentially allowing key decisions to be made outside established governance frameworks. The petition warns that this situation risks undermining accountability within one of Namibia’s key institutions responsible for vocational education and training.
Among the issues raised are delays in major infrastructure developments, including the long-outstanding hotel school project at the Okakarara Vocational Training Centre. The project, launched in 2019, remains incomplete and has reportedly escalated to legal dispute, raising concerns about possible financial implications for the state.
The petition further flags several projects across the country—including developments in Khorixas, Gobabis, Nkurenkuru, and Omuthiya—as examples of broader systemic challenges. These include alleged procurement irregularities, cost overruns, and weaknesses in contract management processes, all of which may be affecting the timely delivery of vocational training facilities.
In response to these concerns, the petition calls for an independent investigation into the NTA’s governance structures and tender processes. It stresses the need for urgent corrective measures to restore transparency, strengthen oversight, and ensure compliance with Namibia’s legal and regulatory frameworks.
The outcome of any potential investigation could have significant implications for the future of vocational training in Namibia, particularly at a time when skills development remains a critical component of the country’s economic growth strategy.
